Fayetteville just completed the biggest infrastructure project in its history. The I-295 Outer Loop — 39 miles of new interstate — opened on November 25, 2025, seven months ahead of schedule. It was a 26-year project that fundamentally changes how this region connects to the rest of the state. And it’s not the only thing happening.
-
Military base anchor: Fort Liberty modernization is federal investment that cannot relocate. Infrastructure serves a stable, long-term customer. -
Contractor services demand: Base modernization drives demand for contractor support services and facilities. -
Housing demand secondary: Military families and personnel require housing and services. Infrastructure improvements support that secondary demand. -
Multi-year capital program: Fort modernization is multi-year, federally-funded program. Timelines depend on federal appropriations.
I-295 Fayetteville Outer Loop: Complete
| Project detail | Scope |
|---|---|
| Total length | 39 miles |
| Construction started | July 1999 |
| Completed | November 25, 2025 (7 months early) |
| Total cost | $2.3 billion over 26 years |
| Key connections | I-95, Fort Liberty, US 401, US 87 |
This is a completed project, and that matters. The I-295 loop provides direct interstate connectivity from Fort Liberty to I-95 without going through downtown Fayetteville. It opens up the entire western and northern parts of Cumberland County to development. Parcels that were 30 minutes from the interstate are now 5 minutes away. That’s the kind of access change that transforms property values.
The Fort Liberty Infrastructure Reality
Fort Liberty modernization is not optional — it is a federal mandate to improve military readiness. That makes it a reliable infrastructure investment. But growth is tied to military appropriations cycles and defense spending priorities, not market demand. This creates steady, predictable growth but with lower appreciation rates than market-driven growth.
Here’s what sellers need to understand: before the outer loop, a warehouse on the west side of Fayetteville was a warehouse with a long truck route to I-95. Now it’s a warehouse with direct interstate access. Same building, dramatically better logistics position. That changes what buyers are willing to pay.
I-95 widening: $708.9 million
A 16-mile stretch of I-95 from Murphy Road in Cumberland County to Exit 71 near Dunn in Harnett County is being widened from four to eight lanes, with a completion date of 2026. The estimated cost is $708.9 million. This improves the I-95 corridor that connects Fayetteville to the Triangle and points north.
I-95 is the East Coast’s primary north-south freight corridor. A wider I-95 through Cumberland County makes Fayetteville more attractive for distribution operations that need to move goods up and down the coast. Combined with the new I-295 loop, Fayetteville now has a modern interstate network that rivals cities twice its size.
Bragg Boulevard upgrades
Bragg Boulevard between Skibo and Stamper roads is getting a $6.6 million upgrade with closed medians, pedestrian signals, and crosswalks. This is the main commercial corridor connecting Fort Liberty to downtown Fayetteville. Safer, more accessible streets help the retail and service businesses along Bragg Blvd — and improve the commercial property values on the corridor.
A new roundabout at Chicken Foot and John McMillan roads south of Hope Mills improves safety and traffic flow in that growing submarket.
All American Expressway
The All American Expressway (NC-295/I-295) provides a direct connection from the Outer Loop to the Fort Liberty main gate areas. This expressway has transformed the commercial real estate dynamics of the eastern side of Fayetteville, making properties near Fort Liberty gates more accessible from I-95 and the broader highway network.
What it means for owners
The I-295 completion is the biggest thing to happen to Fayetteville’s industrial market in decades. New interstate access creates new commercial corridors. Land along the loop that was agricultural is now commercially viable. Distribution companies can now reach I-95 without fighting city traffic. As noted in our Fayetteville growth drivers piece, American Titanium ($1B plant) and Amazon (1.3M SF center) have already committed — and they committed partly because the infrastructure was coming.
If you own commercial property in the Fayetteville area, the infrastructure has never been better. The outer loop changes the accessibility equation for every property in Cumberland County.
